Vendors are invited to provide a cloud-hosted Financial Management System (FMS) that supports accounting, budgeting, financial reporting, audit support, and related administrative and operational functions. The solution must offer secure access for Authorized Users, featuring comprehensive reporting capabilities, role-based access controls, audit logging, and integration with existing systems.

The contractor is responsible for hosting and managing the application, maintaining platform and infrastructure security, ongoing system monitoring, patching, vulnerability remediation, and performing regular data backups. Service delivery must comply with a pre-defined Service Level Agreement (SLA), and the system needs to be deployed as a multi-tenant public cloud service with logical segregation of organizational data.

The system should handle peak processing periods such as month-end, quarter-end, and year-end closes without degradation of performance. Required software features include robust online help, support for concurrent users in the same section, simultaneous report generation, PCI-compliant credit card payment processing, fully integrated modules to prevent duplicate data entry, real-time data processing, flexible data structuring by fiscal or calendar periods, and use of non-proprietary databases.
