The county is seeking a vendor to provide, configure, implement, operate, and support a cloud-hosted, browser-based Commercial Off-the-Shelf Document Management System. The solution will replace Application Xtender and related document management applications with a modern, scalable, secure, accessible, and fully supported platform for participating business units. The engagement includes county data migration and user training under a one-year contract period.

The system must centralize the secure storage, indexing, organization, retrieval, management, and retention of electronic documents and metadata across multiple record types and subtypes. Required capabilities include document capture through electronic upload, scanning, import services, and integrations with county business applications; search, viewing, printing, exporting, emailing, annotation, redaction, page management, version control, document flagging, audit logging, metadata management, classification standards, and role- or attribute-based access controls.
