The State of Texas is seeking a qualified vendor to provide a cloud-hosted Computer Assisted Mass Appraisal (CAMA) system. The selected vendor will be responsible for delivering a comprehensive Software-as-a-Service (SaaS) solution that includes all necessary software, hosting, implementation services, data conversion, training, and ongoing support.
The system must be fully accessible via modern web browsers, with compulsory support for Google Chrome and preferred compatibility with additional browsers. Key functionalities required include support for cost-based valuation of residential, commercial, industrial, and special-use properties, as well as comprehensive depreciation modeling. The system should utilize configurable tables and factors for physical deterioration, functional obsolescence, and external (economic) obsolescence, maintain version control of cost tables, and allow users to reference historical data for audit and prior-year valuation purposes.
Additionally, the solution must integrate cost-derived values with income and market valuation modules to facilitate accurate reconciliation and thorough documentation of final value conclusions. Built-in business intelligence reporting tools are required to enable agency staff to independently design, save, and execute reports. All vendor inquiries regarding this opportunity must be submitted by January 16, 2026.
