The new solution will support the valuation of approximately 34,000 property accounts and must either integrate seamlessly with existing appraisal workflows or fully replace them, offering improved efficiency, accuracy, and compliance.

Key requirements include a public-facing, mobile-responsive website featuring user-friendly property search tools and robust report generation capabilities. The system must allow for seamless integration with county records and GIS platforms, including the Clerk & Recorder’s records management software (GovOS) and the Tyler–Eagle Treasurer system. Additionally, it should include an intuitive mobile or field collection module for efficient on-site data collection, account updates, and offline data entry. This module should support intelligent automation and AR capabilities for creating field sketches and capturing photos.

Advanced AI-powered tools are required for data analysis, anomaly detection, automated workflows, integrated MRA processing, graph generation, and comprehensive reporting. The solution must also offer dynamic adaptability to accommodate legislative changes and perform AI-assisted data validation, error detection, and correction. Ongoing maintenance and support for the public web portal, as well as technical and GIS-related recommendations, are expected as part of the service.
