The state of Oregon seeks a vendor to provide a cloud-hosted architecture observatory tool with a proven history of successful implementation in large-scale modernization projects for public sector organizations. The tool must demonstrate reference clients and documented outcomes.

The platform is required to deliver automated, code-level analysis across diverse technology stacks, enabling discovery of architecture and precise measurement of technical debt using established scoring models. It should facilitate enterprise architecture alignment with built-in compliance to frameworks and direct integration into repositories, such as Orbus Infinity, without custom development.
