A Texas-based organization is seeking a qualified vendor to provide a secure, cloud-hosted learning management system (LMS) dedicated to 9-1-1 and public safety training. The objective is to implement a centralized and standardized platform to facilitate training, professional development, certification tracking, and continuing education for public safety personnel.

The proposed LMS must feature role-based access controls for learners, instructors, supervisors, and administrators, ensuring appropriate access and data security. Core capabilities should include integrated digital testing, course evaluations, certificate issuance, and centralized document management. API integration for automated continuing education reporting, as well as automated creation, storage, and retention of digital training records to support compliance audits, are required.

The system should accommodate multiple training formats—including instructor-led, live online, self-paced, and blended models—and support functions such as online course registration and comprehensive attendance tracking. Additional expectations include robust reporting and dashboard tools, compliance monitoring, and automated notifications, alerts, and reminders for training requirements, certifications, and expiration dates.
