The state of Missouri is seeking a qualified vendor to provide professional services for the development of a comprehensive cloud computing strategy. This initiative is critical in addressing increasing cloud costs, integrating a variety of platforms such as Oracle Cloud Infrastructure (OCI), Microsoft Azure, Google Cloud Platform (GCP), and existing on-premises solutions, and avoiding future vendor lock-in. As the state currently lacks specialized internal expertise in this area, the selected firm will play a leading role in shaping the direction of Missouri’s cloud journey.
The scope of the engagement includes a thorough review of existing infrastructure and cloud environments, followed by the identification of recommended standards, architectural diagrams, and operational procedures. The vendor will develop a holistic cloud architecture and strategy that aligns with industry best practices, encompassing disaster recovery and backup plans, robust cloud security systems, business continuity, and identity and access management strategies.
Additionally, the strategy should provide detailed recommendations on environment setup—including use of subscriptions, resource groups, and networking—as well as cost management and migration planning for on-premises systems. The vendor will be responsible for designing a proof of concept and a pilot plan with clear timelines and a detailed roadmap to ensure minimal risk. A comprehensive project plan is expected as a key deliverable of this engagement.
