The state of Michigan is seeking a vendor to provide a cloud-based transit planning software platform equipped with advanced analytics, GIS integration, and real-time tracking capabilities. The desired solution should be quickly deployable, continuously updated, and support a range of transit planning functions such as shapefile integration and sophisticated transport system modeling.

The platform should deliver SaaS functionalities including demand and rider behavior analysis, network design and operations optimization, service scheduling, fleet and driver management, as well as real-time vehicle tracking. The system must also allow integration of on-demand transit services and provide tools for creating and editing new route geometries and stop locations, with the capability to customize trip runtimes based on historical performance data.

Additional requirements include the ability to produce presentation-ready maps for effective communication with the public and stakeholders, and to integrate transit modeling, GIS features, and vehicle scheduling into a single solution. The software should support rider data analysis for understanding commuter flows and mobility patterns, while offering branded applications and comprehensive export options such as Excel, shapefile, KML, GTFS, and high-resolution images. Custom data layers and GTFS uploads are also expected. Vendors are advised that questions related to this opportunity must be submitted by December 5, 2025.
