New York County is seeking a cloud-based SaaS platform to manage short-term rental registrations and automate occupancy tax collection. The required solution should offer a user-friendly online portal accessible from web and mobile devices operating on Windows, Android, and Apple (iOS) systems. This portal will allow hotel and short-term rental operators to register their properties, file tax returns, upload supporting documentation, and print tax return forms.

The platform must include enforcement tools for county officials, enabling them to monitor operator compliance, identify violations, and revoke permits for non-compliant operators. It should automatically compile a listing of all hotels and short-term rentals that have not registered, generate and mail notifications to unregistered operators and owners, and provide both the notification letter and an Excel list of these properties to the county.

Further, the system should automate occupancy tax collection, remittance tracking, and the secure storage of sensitive data, with role-based access control for county users. Import/export functionalities, including data downloads and uploads, are required. The platform must also generate and deliver reports according to county specifications to the appropriate officials. The initial contract period for this service is one year.
