The City of Washington is seeking a qualified vendor to supply and implement a cloud-based security camera system for city facilities and parks. The project involves a phased approach to replacing and enhancing the existing surveillance infrastructure with a modern solution that significantly improves video and audio surveillance quality, functionality, and security.
Key requirements include centralizing camera management by migrating selected cameras from city buildings and parks into a unified cloud-based repository. This will enable streamlined monitoring, efficient review, and downloading capabilities. The system must integrate with citywide surveillance operations for centralized monitoring and proactive incident response, while maintaining compliance with cybersecurity and regulatory standards. Vendors are expected to propose scalable solutions, detailing camera and storage specifications, and accommodating future technological upgrades and system expansions.
Advanced features such as People Analytics—including facial recognition, alerts based on specific criteria, and searches by clothing color or unusual activity—should be incorporated. Software with robust built-in security controls for user account access and comprehensive audit trails is also required. Cameras must provide sufficient resolution and sensitivity for reliable identification under normal weather conditions and offer real-time operational status updates. The system should ensure continuous recording and storage, even in the event of monitoring software failure.
The contract will span four years, and all vendor questions regarding the project must be submitted by March 3, 2026.
