(1) Vendor needs to provide cloud–based SAFE system. – Cloud–based infrastructure – Secure, user–friendly, and configurable technology platform that supports structured root–cause problem–solving practices, transparent communication, and shared learning across the organization. – Platform must support reporting and addressing improvement opportunities ranging from harm and risk–of–harm incidents to staff–generated improvement ideas while protecting sensitive information and complying with all applicable regulatory requirements. – Allow configurable workflows so that appropriate stakeholders (e.g., supervisors, managers, cross–divisional partners) are notified and are engaged based on role, severity, or type of opportunity. – Support transfer or reassignment of improvement opportunities while maintaining complete transparency and traceability. – Support a broad range of improvement opportunities – including problems, ideas, and grievances – with the option to submit anonymously. – Support Lean problem–solving methodologies, including root cause analysis, visual management, and structured learning cycles. – Provide convenient tracking and display of key metrics such as participation, timeliness, problem–solving rigor, learning, and impact; as well as on–demand custom exports of data using any fields and filters of interest to the organization. (2) All questions must be submitted no later than February 24, 2026. (3) The contract period will be for three years.
