The state of Virginia is seeking a qualified vendor to provide a comprehensive cloud-based Purchase of Service System. This system must deliver robust functionality in client case management, contract administration, and financial management, which includes modules for budgeting, invoicing, payment processing, and general accounting tasks such as journal entries.
Essential features include advanced search capabilities across all entities, access for both internal and external users (including clients, parents, and service providers), and flexible reporting options with both canned and ad-hoc report generation. The system should be highly customizable, support cloud-based deployment, and enable paperless processing and electronic signature integration. Additional requirements entail the ability to add new programs, roles, and business processes, as well as administer metadata changes without the need for code modifications. Secure data encryption must be ensured on all devices that store county data, and compatibility with the latest versions of Microsoft Edge and Google Chrome browsers is mandatory.
The solution must also support detailed recordkeeping for clients, parents, and other household members, including relationship management, and utilize robust search and matching algorithms to prevent duplicate client creation. Enhanced case and client management functionalities should allow seamless coordination of service authorizations, eligibility determinations, and utilization reviews throughout the client service lifecycle.
