The State of Michigan is seeking a vendor to provide a cloud-based procurement software and enterprise resource planning (ERP) system under a five-year contract. The desired solution will centralize and streamline procurement activities, serving as an integrated platform for managing all procurement-related information and documentation.

Key functionalities include drafting various procurement documents (such as RFPs, RFQs, RFIs, and IFBs), issuing solicitations with multi-vendor sourcing and public notices, bid evaluation with built-in scoring tools, awarding contracts, and managing notifications for both awarded and unsuccessful bidders. Additionally, the system should offer comprehensive contract management features including tracking, archiving, performance evaluation, reporting across the entire procurement lifecycle, real-time alerts, and time tracking.

The solution must support integration with existing office tools (such as Microsoft Office and Adobe), allow workflow customization, and provide a data migration plan for existing procurement documents and materials. Real-time data synchronization, centralized digital storage, the capability to link or integrate with other systems, as well as internal audit tools are also required. The system should accommodate up to six regular users and provide access to external evaluators, observers, and procurement requesters, with a searchable database for current and archived contracts using various search parameters.
