The State of Illinois is seeking a qualified vendor to provide a cloud-based, integrated permit and code enforcement software solution. The objective is to implement a comprehensive and modern permitting system that will replace or enhance the current platform, streamline development-related operations, improve interdepartmental coordination, and deliver enhanced services to residents, contractors, and internal staff.

The selected solution should consolidate existing permitting and code enforcement functions within a single, fully integrated environment. Key requirements include support for the full lifecycle of permitting and regulatory activities, from application intake and plan review to inspection, code enforcement, reporting, and final approval. The system must feature a user-friendly design, offer scalability and robust security, and be adaptable to meet the city’s evolving needs. Additional features include system-wide integration, public self-service options, dynamic fee logic, automation, mobile inspections with photo capture and digital signatures, communication tools, and comprehensive implementation support.

Integration with GIS, particularly ESRI environments such as ArcGIS and ArcGIS Online, is essential for visualizing zoning, infrastructure, and enforcement data, and leveraging property-based workflows and spatial analysis. The platform should also offer seamless online payment processing for various transactions and support a responsive, mobile-friendly public portal for application submittals and real-time status tracking. Compatibility with single sign-on and multi-factor authentication, as well as potential API integration with existing solutions like Tyler Munis, ProjectDox, and Tolemi, is required. The initial contract term will be for three years.
