(1) Vendor needs to provide permit and code enforcement software. • Comprehensive, modern permitting system to replace or enhance its existing platform, to streamline development–related operations, improve interdepartmental coordination, and enhance services for residents, contractors, and internal staff. • Implement a cloud–based, fully integrated solution that consolidates current functions, eliminates siloed workflows, and supports the complete lifecycle of permitting and regulatory activity—spanning application intake, plan review, inspection, code enforcement, reporting, and final approval. • Solutions must be user–friendly, scalable, secure, and designed to support the City’s evolving needs • Multi–purpose capabilities, system–wide integration, public self–service, GIS integration, automation, dynamic fee logic, mobile inspections, communication tools, and high–touch implementation support. • API availability, GIS integration, role–based access, cloud architecture. Potential API integration capability with existing systems used such as Tyler Munis, ProjectDox, and Tolemi. • Modern, web–based cloud environment (SaaS or hybrid–cloud) with mobile compatibility. • Integration with ESRI environments (ArcGIS and ArcGIS online) to visualize GIS data (zoning, infrastructure, enforcement data), enabling property–based workflows, performing spatial analysis, and visual overlays of zoning, infrastructure, and enforcement data. • Mobile–optimized interface for inspectors to schedule, conduct, and document inspections with photo capture, comments, and digital signatures. • Online payment processing for plan review, permits, licensing and registration, re–inspections, code violations, and dynamic fee schedules based on project type, valuation, and zoning. • Mobile responsive public–facing online portal for application submittal, payments, document uploads, inspection requests, complaints, service requests, and real–time tracking of project status. • Single sign–on/Multi–Factor Authentication compatible. (2) All questions must be submitted no later than February 25, 2026. (3) The contract period will be for three years.
