(1) Vendor needs to provide cloud–based pavement project management system. Provide a cloud based central online system where agency staff, contractors, suppliers, and utility companies involved in a project can access real–time information, communication, reporting, make progress payments, request additional project information, track submittals, process change orders, and track project progress, etc. Solution shall be a cloud–based Software as a Service (SaaS) and compatible with current versions of Apple Safari, Google Chrome, Microsoft Edge, and Mozilla Firefox, at a minimum and utilize a responsive web design (RWD) approach to facilitate use on a multitude of devices, including desktops, laptops, tablets, and smartphones. Solution shall encrypt web sessions and information exchanges using a Secure Sockets Layer (SSL). Solution shall provide unlimited accounts and access for administration, users, and public–contractors and suppliers. Solution must have a role–based user setup. The Solution shall be available 24 hours a day, 7 days a week, 365 days a year. Solution must have unlimited data storage at no additional cost. Ability to track hours spent on projects by category such as contractor hours, consultant hours, etc. Vendor shall develop and deploy patches/bug fixes as required. (2) All the questions must be submitted no later than February 10, 2026.
