The State of Nebraska is seeking a qualified vendor to implement a cloud-based Oracle Fusion ERP solution. The selected firm will be responsible for comprehensive services, including project management, solution design, system configuration, integration, data migration, testing, and both the development and delivery of training strategies. Key project activities also involve overseeing the cutover process, providing hypercare, and facilitating knowledge transfer to ensure sustainable operations moving forward.

The implementation will modernize current systems by transitioning from on-premise PeopleSoft v9.2 (FIN/HCM) with numerous manual and paper-based legacy processes to a scalable, cloud-based ERP environment. Objectives include streamlining business processes, enabling efficient and maintainable operations, and introducing advanced features such as modernized time capture, improved workflow controls, enhanced dashboards, and robust ACH, payment, vendor, and procurement functionalities. The solution will also focus on integrating existing third-party applications and data sources, many of which currently lack a unified integration strategy, for stronger cross-module data management and seamless hire-to-retire lifecycle administration.

Vendors may engage subcontractors but will remain responsible for the full coordination and delivery of services. Inquiries regarding the project scope must be submitted by January 23, 2026.
