The issuing agency is seeking a vendor to provide a cloud-based OneSystem platform. The project includes the design, development, configuration, testing, implementation, piloting, and stabilization of a centralized digital platform intended to replace the agency’s current fragmented systems for grant management and grant performance management.
The selected vendor will be expected to configure the platform to support OneSystem business processes, including the OneApp grant management lifecycle. This includes grant setup, eligibility rules and enforcement, and application configuration. The system must also support needs assessment, root cause analysis, priority setting, goal development, strategy development, and progress monitoring.
The platform is also expected to provide integration between OnePlan and OneApp to create a unified user experience across planning, grants, and performance management functions. User live-collaboration tools are also required as part of the solution. A pre-bid meeting is scheduled for July 22, 2026, and questions must be submitted by July 29, 2026.
