The agency seeks a vendor to provide a cloud-based mobile parking payment solution for on-street pay parking locations. The proposed system must enable drivers to purchase parking sessions via a user-friendly mobile application, accessible as a smartphone or browser-based app, and preferably through a telephone-based Interactive Voice Response (IVR) system. The solution must support multiple payment options, including credit cards, debit cards, and popular e-wallet services, and provide users with an additional mobile payment vendor for flexibility and convenience.

Key requirements include a strong emphasis on ease of use, customer experience, reliability, data security, and PCI compliance, while maintaining customer privacy. The platform must feature easy scalability for future functionalities, seamless interoperability with other systems through documented APIs and web services, and demonstrate low downtime. The selected vendor will be responsible for creating test data for all testing phases, and ensuring all user and application documentation is consistently updated alongside accepted code changes promoted to the production environment. Defined service standards include a maximum 30-minute response time and 2-hour restoration time for solution or critical component outages during service hours; and a 60-minute response with 2 business day restoration for major functional failures. The contract period will be for one year.
