The State of Tennessee is seeking a vendor to provide a modern, cloud-based system for managing manufactured housing and codes enforcement programs. The platform must offer a contemporary user interface and support functions such as installation tracking, inspection, plan reviews, decal inventory, enforcement actions, and robust database management.

The proposed system should be role–based, rights–based, and integrate seamlessly with the State’s Active Directory for credential control. Browser-based applications must operate on State-approved browsers and be compatible with all upcoming versions. The solution must feature comprehensive audit trails, timestamping, and user attribution for database modifications, as well as methods for purging data parameters and attachments as defined by the State.

Additional requirements include enabling State connections to analytical tools for querying database information, ensuring database availability, backup, restoration, optimization, indexing, caching, efficient data migration, and load balancing configuration. The vendor must provide responsive hosting support via online interface or a toll-free telephone.

A pre-bid meeting is scheduled for April 23, 2026, with questions due by April 29, 2026. Notice of Intent to Respond must be submitted by April 24, 2026.
