(1) Vendor needs to provide cloud–based learning management system developing solution. • Development of a comprehensive online learning management system (LMS) to deliver an online educational training or trainings for youth ages 12–18 that will include written, visual, audio, and video content as well as interactive knowledge checks in the form of quizzes, questions, or other formats. • Be cloud–based and accessible from any place in the Commonwealth on Wi–Fi or cellular data • Accommodate visual/auditory media in the form of videos • The data dashboard should be intuitive, user–friendly, and accessible to those with varying statistical knowledge • A user interface (UI) that supports translation into different languages for all LMS components, including, at minimum: American Sign Language (ASL), Mandarin Chinese, Haitian Creole, English, Spanish, Vietnamese, and Portuguese • Support screen readers, audio descriptions, closed captioning, and other accessibility tools • Support Google Chrome, Microsoft Edge, Firefox, and Safari on Windows/Mac for both mobile devices and computers • Allow users to answer assessment questions, both to gauge retention of learned material and to provide feedback on the LMS • Provide a course completion certificate in PDF form that is downloadable
