The City of New York is seeking a vendor to provide a cloud-based Learning Management System (LMS) delivered as a Software as a Service (SaaS) solution. The LMS must support a scalable licensing model that can accommodate between 600 and 1,500 user licenses based on the City's requirements. The preferred platform will be intuitive, reliable, and able to adapt to changing organizational, regulatory, and workforce development needs.
Key responsibilities will include the implementation and configuration of the LMS, along with providing ongoing maintenance and technical support. The vendor should offer comprehensive reporting and analytics features, workflow configurations such as approvals, assignments, and notifications, and robust helpdesk or technical assistance services. The system must also provide real-time tracking of learner status, completion rates, engagement, and detailed user information.
Required functional areas include supervision and leadership training, strategies for diversity, equity, inclusion, accessibility, and belonging (in compliance with City Code), cybersecurity awareness, customer service and de-escalation skills, productivity tool proficiency (Excel, PowerPoint, Outlook, Word), and artificial intelligence literacy. The LMS must support CAS web SSO and SAML/Shibboleth federated single sign-on for user authentication and offer a secure, robust hosting environment. The designated vendor must also assign a project manager or implementation lead to oversee deployment and ongoing operations.
