The agency seeks a vendor to supply a cloud-based human capital management (HCM) system to modernize and streamline its human resources, payroll, and workforce management functions. The selected solution must be capable of providing either a cloud-based or on-premise HCM platform to unify HR and payroll operations into a single, comprehensive platform.
Key requirements include the secure migration of all existing HR and payroll data and integration with agency HR, financial, and timekeeping systems for seamless data flow between HR, payroll, finance, and compliance functions. The vendor will also be responsible for delivering initial and refresher training sessions for HR, payroll, and IT staff to ensure successful adoption and use of the new platform.
The contract period is one year, and all interested vendors must submit questions by March 4, 2026.
