The State of Massachusetts is seeking a vendor to deliver a cloud-based high-definition video playback system designed to support Public, Educational, and Governmental Access (PEG) channels. This comprehensive solution must include software-based video playback, live and recorded broadcasting, web and over-the-top (OTT) streaming, and a video-on-demand (VOD) platform. The system should also feature captioning, digital signage, accessibility compliance, and robust content management capabilities.

The selected vendor will provide both playback server hardware and software, a cloud-based content management system, and branded OTT applications. Additional requirements include live streaming with social media integration, closed captioning and accessibility tools, as well as a digital signage system. The project scope covers installation, cabling, configuration, migration of existing content, and comprehensive user training. Ongoing technical support must be available 24 hours a day, 7 days a week, 365 days a year. The solution should be future-proof, supporting monetization and expansion without the need to replace core hardware.
