The County of California is seeking a vendor to provide a modern and secure cloud-based Grant Management System (GMS) to facilitate grant-maker operations. The proposed solution should minimize manual data entry, streamline reporting processes, and offer real-time budget visibility for county staff and subrecipients. The system must handle both grants and loans and support full lifecycle management for all grant activities.
Key requirements include replacing spreadsheet-based and fragmented workflows with a centralized and auditable platform. The system should maintain immutable audit logs, provide thorough budget version history with user attribution and timestamps, and support easy copy-and-paste functionality as well as uploading of common file types such as PDF, Word, Excel, and standard image formats. Unified reporting across all modules—including grants management, loan portfolio management, asset management, compliance monitoring, invoicing, and financial tracking—is essential. Secure, self-service password recovery must also be included. The initial contract will be for a three-year period.
