A Colorado agency is seeking a qualified vendor to design, deploy, and support a cloud-based Esri ArcGIS Enterprise GIS platform. This initiative will establish a centralized GIS system to serve internal operations and support potential future public-facing applications.

The chosen consultant will evaluate current GIS workflows, infrastructure, user requirements, and licensing to inform the architecture and security design, ensuring alignment with industry best practices. The vendor will be responsible for deploying all components of the ArcGIS Enterprise suite (Portal, Server, Data Store, Web Adaptors) in a cloud environment, with recommendations on machine sizing and optimal cloud provider configurations (Azure or AWS) based on cost and performance considerations.

The scope includes provisioning and configuring the necessary cloud infrastructure—including virtual machines, networking, SSL certificates, and load balancers—alongside installing and configuring ArcGIS Enterprise. The successful consultant will assist in developing a strategy for data migration from existing local or network storage to the new Enterprise Geodatabase, publishing essential map and feature services, and providing post-launch performance monitoring and tuning.

Additionally, the selected vendor will deliver comprehensive documentation, training, and knowledge transfer to ensure Town staff can effectively administer and maintain the GIS platform over the long term. Questions regarding this opportunity must be submitted by December 12, 2025.
