(1) Vendor needs to provide cloud–based enterprise resource planning (ERP) system. – A modern, cloud–based ERP platform that supports efficiency, internal controls, data accuracy, GIS–enabled workflows, and long–term scalability. – Evaluate current GIS systems, data structures, and integration points with permitting, work orders, asset management, and utility operations. – ERP capable of handling complex payroll environments, including 24/7 operations and multiple shift structures. – Conduct stakeholder interviews and process mapping across all departments. – To guide a structured, transparent, and data–driven process that aligns with best practices in public sector financial management, human resources, payroll, procurement, utility billing, GIS integration, and enterprise operations. – GIS integration with permitting, inspections, asset management, utility billing, and public works. – Identify opportunities for modernization, automation, and improved internal controls. – A complete ERP RFP, including requirements, evaluation criteria, and scoring tools. – Identify vendors with proven GIS integration capabilities. – ERP market analysis and vendor shortlisting. – Municipal GIS systems and Esri–based integrations. – Finance, HR/payroll, procurement, utility billing, and permitting workflows.
