The City of Connecticut is seeking a vendor to provide a cloud-based Electronic Health Record (EHR) software solution aimed at enhancing clinical operations and elevating the efficiency, accuracy, and quality of healthcare delivery. The desired EHR system should offer advanced security, facilitate data-driven insights, ensure regulatory compliance and reporting, and support improved patient care outcomes.
Key features include seamless migration of existing electronic health records, automated data capture from various sources, and tools for creating clinical templates. The software should support comprehensive administrative functions, including staff assignment management, scheduling, reporting, time tracking, billing and collections. Additional requirements include barcode scanning capabilities, laboratory ordering and results management, prescription and medication tracking, and the ability to compartmentalize data for various public health applications.
The solution must include robust support through a detailed service level agreement encompassing help desk access, customer support, data storage and backup, disaster recovery, software updates, training, and user group meetings. It should also provide a secure web portal for both in-person and online patient registration across desktop and mobile devices, a user-friendly search function, automated password management, and built-in waiver functionality with support for electronic signatures. Integration with a medical billing clearinghouse is also required.
