HIQA in Ireland is seeking to procure a cloud-based data modeling tool that offers advanced features for access control and comprehensive data modeling capabilities. The required system must enable role-based access management by assigning user permissions and support modeling of both clinical and non-clinical concepts, spanning primitive and complex data types.

The tool should maintain a detailed log of create, edit, retire, approve, and publish actions, and provide robust workflow management for handling change requests. It must enable the creation of multiple reference information models and ensure data integrity by preventing the saving of components which violate mandatory metadata or field constraints. The platform should allow users to create reusable common components to be used within standard-specific data models, and facilitate editing for both complex and primitive data types with structured or tabular editing functionality.

Additionally, the solution must support the creation of one or more standard-specific data models and offer seamless integration with HIQA's Single Sign On platform via Entra ID for secure access. Compatibility with all modern web browsers—including Microsoft Edge, Google Chrome, Mozilla Firefox, and Safari—is a mandatory requirement.
