The state of Florida is seeking a qualified vendor to provide and implement a cloud-based Jail Management System (JMS) to replace its existing inmate management platform. The desired solution should be a comprehensive, commercial off-the-shelf system that not only replicates current system functionality but also incorporates capabilities presently delivered by third-party tools or managed manually.

The new JMS is expected to be a secure, responsive, web-based platform that is highly configurable and supports best practices in jail management as well as industry compliance standards. Key requirements include minimizing or eliminating paper-based records, providing advanced case and document management, reducing redundant data entry, streamlining workflows, and maximizing resource management through automation and integration with other justice systems.

Additional functionalities sought include robust date/time tracking for all database entries, auto-generated inmate booking numbers with annual sequence updates, comprehensive booking and case reporting features, audit capabilities, and the ability to restore and retrieve detailed historical records. The system must also support property management for inmates, including property receipts and the ability to photograph property upon booking and record returns at release.
