DESCRIPTION

The issuing agency is seeking a vendor to provide a cloud-based computer aided dispatch (CAD) and automatic vehicle location (AVL) solution, including related software, hardware, and installation services. The requested system must be a proven, turnkey, industry-standard, cloud-hosted platform that supports 24/7/365 web portal access and uses GPS technology with mapping software to track vehicle locations in real time.

The solution must support vehicle tracking and visual map displays for fixed-route and event-based routes, with location reporting beginning when ignition is turned on and continuing until ignition is turned off. The map interface must display vehicle icons and locations clearly, show the last known position for units that lose GPS signal, and generate alerts when a vehicle is not in communication. The system must also provide real-time route and vehicle information through a web interface for passengers, dispatchers, and management personnel.

In addition, the requested system must include reporting capabilities to capture operational service data such as route timing, passenger wait time, trip counts, operator performance, and vehicle speed and movement. Hardware and mounting components must be included and installed as part of the project, and cellular data must be compliant with the city's existing cellular and data contract.
