The State of North Carolina is seeking a vendor to provide a cloud-based comprehensive grant management system (GMS). This system must facilitate both grantor and grantee functions, supporting multi-year and multi-category grants with seamless integration into existing state systems. Key requirements include robust security appropriate for managing medium-risk classified data, user-friendly interfaces, and compliance with established regulatory guidelines.
The proposed GMS should be delivered as a SaaS solution, offering automated, end-to-end grant lifecycle management. Features must include customizable workflows and compliance checklists, financial management tools for budgeting, amendment tracking, match requirements, and multiple funding sources with allowable cost validation. The system must also enable secure collaboration for internal users, public school units, external reviewers, and other stakeholders.
Reporting capabilities are to include customizable templates and dashboards, while advanced analytics, utilizing AI and RPA, should support workflow automation and allow for custom integrations as needed. The contract will cover a three-year period. A pre-proposal conference is scheduled for February 26, 2026, and all vendor questions must be submitted by March 5, 2026.
