Connecticut is seeking a comprehensive cloud-based accounting software solution to support multi-entity financial management and compliance requirements. The vendor will be responsible for providing the software as a fully vendor-hosted SaaS platform, along with implementation services, data migration from Great Plains, training, ongoing support, and thorough documentation to facilitate a smooth transition.
The desired system must manage the full accounting lifecycle, including General Ledger, Accounts Payable, Accounts Receivable, and Payroll cost allocations, with robust capabilities for expense tracking in compliance with the Federal Transit Administration’s Uniform System of Accounts (USOA). The solution should support configurable cost allocation bases and allow for distribution of costs across various projects and funding sources. It must provide an extensive range of financial, statistical, operational, and payroll reports, all in exportable, auditor-ready formats.
Key requirements include enforcing strong internal controls and user-based permission limitations, supporting multi-entity management with separate books and audit trails, and enabling full ownership and unrestricted access to all agency financial and operational data in non-proprietary formats. Compatibility with external time clock solutions, either through integration or a secure API, is required. Additional features should include the ability to track expiring licenses and certifications, password-protected access for employees to personal documents, and the capacity to export historical transaction details, configuration data, allocation drivers, and audit logs.
