The government authority in Maine seeks a qualified vendor to conduct a comprehensive climate resilience funding and finance study. The selected vendor will identify and categorize climate resilience needs and funding gaps across Maine’s programs, investments, and initiatives to provide a detailed understanding of current priorities, funding levels, and unmet requirements.

Building on this assessment, the vendor will research and design a tailored set of funding, financing, insurance, and risk-mitigation mechanisms to address these gaps. The study should include a menu of options varying in scale, complexity, and readiness, with an evaluation of how these mechanisms could support municipalities with different capacities and resources.

For a selected subset of 3–5 priority mechanisms, the vendor will analyze capitalization and funding pathways, examining their feasibility, scalability, and sustainability. This includes alignment with existing state authorities and programs, as well as identification of constraints, risks, and dependencies for each approach. Collaboration with GOPIF and relevant stakeholders will be required. All questions regarding the solicitation must be submitted by March 18, 2026.
