Vendor needs to provide clean energy siting and permitting portals services. Design, develop, and implement a unified statewide online filing and permitting portal that fully supports the new business workflows and statutory requirements. The new system will replace fragmented and manual processes with a modern digital solution that handles energy infrastructure permitting, including pre-filing, application submission, review and decision-making, public comment, and appeals. The platform must support high volumes of applications, deliver user-friendly public transparency tools, automate workflow steps and procedural notifications, and provide real-time tracking of procedural deadlines. Deliver a scalable, secure, and interoperable solution that improves coordination across state and municipal agencies while ensuring equitable access and clear visibility for all stakeholders. A pre-bid meeting will be held on February 17, 2026. All questions must be submitted no later than February 9, 2026.
