The Commonwealth of Massachusetts is seeking a qualified vendor to design, develop, and implement a unified statewide online portal for clean energy siting and permitting. This new platform will modernize and streamline the state's regulatory workflows by replacing fragmented and manual processes with a comprehensive digital solution. The system will manage all aspects of energy infrastructure permitting, including pre-filing activities, application submissions, the review and decision-making process, opportunities for public comment, and the appeals process.

The selected solution must accommodate high volumes of applications and provide user-friendly tools for public transparency. Key features include automated workflow steps, procedural notifications, real-time tracking of deadlines, and robust public access to procedural information. The platform should be scalable, secure, interoperable, and capable of enhancing coordination across state and municipal agencies. Additionally, the portal must ensure equitable access and clear visibility for all stakeholders involved in the permitting process.

A pre-bid meeting for interested vendors is scheduled for February 17, 2026. All questions related to this opportunity must be submitted by February 9, 2026.
