(1) Vendor needs to provide clean energy siting and permitting portals services.– Design, develop, and implement a unified statewide online filing and permitting portal that fully supports the new business workflows and statutory requirements– New system will replace fragmented and manual processes with a modern digital solution that handles energy infrastructure permitting, including pre–filing, application submission, review and decision–making, public comment, and appeals– Platform must support high volumes of applications, deliver user–friendly public transparency tools, automate workflow steps and procedural notifications, and provide real–time tracking of procedural deadlines.– Deliver a scalable, secure, and interoperable solution that improves coordination across state and municipal agencies while ensuring equitable access and clear visibility for all stakeholders(2) A pre–bid meeting will be held on December 19, 2025.(3) All questions must be submitted no later than December 10, 2025.
