Clay County is seeking proposals for a public-private partnership (P3) to design, build, finance, operate, and maintain the expansion of the Clay County Regional Sports Complex.

Must be certified or registered pursuant to Chapter 489, Florida Statutes, or hold a Clay County certification under Article III of Chapter 7 of the Clay County Code
Must be registered and in good standing with the Florida Department of State, Department of Corporations
Must be registered with E-Verify
Must provide a 5% bid bond
Must provide a 100% performance and payment bond for projects exceeding $200,000
Must demonstrate successful delivery of comparable P3 projects of similar scale and complexity
Must have documented experience arranging and closing the type and amount of financing proposed
Must have full-time operation, programming, marketing, and revenue management experience of comparable tournament or multisport complexes
Must have field and facility maintenance experience covering the proposed surface types and asset systems
Must have financial capacity, bonding, insurance, working capital, and organizational ability to perform for the proposed term
