The agency is seeking to procure a comprehensive online citation management software solution that serves as a research management, writing, and bibliographic tool for over 250,000 students, faculty, and staff across more than 30 libraries. The solution must allow users to gather, manage, store, and share information, generate citations from library databases, create bibliographies, and format both bibliographies and in-text citations in various word processing applications including Microsoft Word, Google Docs, and LaTeX.

The software must be fully cloud-based, accessible via web browser without local installation, and possess a responsive design compatible with Windows, macOS, and Linux. Key features include comprehensive data export capabilities, advanced collaboration tools for sharing citations and working collaboratively, and browser extensions for major web browsers to automatically capture citation metadata.
