The Agency in Ireland is seeking input from the market to inform its procurement strategy for a secure and robust Case Management Solution. This system will be designed to meet the operational needs of four distinct directorates, each with its own unique business processes, while enabling seamless transfer and collaboration on cases across these directorates. The anticipated agreement is for a single vendor under a multi-year (5–10 year) framework for the solution's implementation, maintenance, and support.

Key requirements for the desired system include support for multi-directorate case workflows, flexible document management (including support for scanning and email attachments), and the ability to manage significant volumes of data ranging from a few megabytes to several gigabytes per case. The system should automate approximately 45 medium complexity business processes and be capable of scaling beyond an initial user base of around 100 active users (including super users, supervisors, and general users).

Additional critical features include highly flexible and auditable platform functionality, robust role-based access controls with granular permissions to safeguard sensitive cases, the option for multi-factor authentication, and secure handling of information in line with ISO 27001 and NIS2 standards. The solution should provide comprehensive reporting and analytics, automated notifications, a central repository for all case-related documentation, and advanced collating and extraction functionalities. Vendors are encouraged to participate in this pre-market consultation to help shape the forthcoming tender process.
