Summary:

Ireland seeks a vendor for a secure, multi-directorate case management solution with workflow automation, document management, and compliance features.

(1) Vendor needs to provide case management solution and related services.– The Agency is initiating a Pre–Market Consultation to inform the procurement strategy for the acquisition of a robust and secure Case Management System– System will support the operational needs of four distinct directorates, each with its own business processes, while enabling seamless case transfers and collaboration across directorates– The Contracting Authority currently intends to run a tender for a multi–year (5 – 10 year) Single–Party Framework Agreement for the implementation, maintenance and support of a Case Management Solution to manage the workflows. Key Requirements: • Multi–Directorate Case Flow: The system must support case movement across directorates. For example, a case originating in the Insolvency Directorate may be transferred to the Criminal Directorate and subsequently shared with the Legal Directorate for advice. • Data Volume: Case data sizes range from a few megabytes to several gigabytes. • Business Process Automation: A recent analysis exercise has identified approximately 45 medium complexity business process flows, with an average of 15 – 25 steps per process. • User Base: The platform will support approximately 100 active users initially including a small number of Super Users, 20 Supervisors, and 80 general users, with the flexibility to scale up. • Platform Capabilities: – Highly flexible and auditable – Document scanning and email attachment support – Role–based access control with granular permissions (e.g., case visibility restricted to specific individuals for sensitive cases) – Capable of Multi Factor Authentication (MFA) – Secure information handling (ISO 27001 and NIS2 compliance) – Reporting and analytics features – Automated notifications for task actions and deadlines – Central repository for all case–related documents (Word, PDF, Excel, emails, etc.) – Brief collation and extraction capabilities.
