The institution seeks a vendor to provide, implement, and support a comprehensive bylaw records management system (RMS). The new software must facilitate detailed labeling and tracking of calls and responses, complex relational tracking, dynamic reporting, and offer modern data connections including Application Programming Interfaces (APIs). Mobile compatibility and integration with Geographic Information Systems (GIS) are also required.
Key functionalities include tools for logging and managing public interaction records such as complaints, inquiries, and community engagement. The RMS should feature an online portal to allow the public to register complaints, make offense payments, and adjudicate bylaw disputes online. Map visualization capabilities are essential, enabling users to view incidents and cases with customizable filters by priority and type. Integration with GPS/Automatic Vehicle Location (AVL) systems will support real-time tracking of officers and assets.
Additional requirements include customizable dashboards for KPIs and frequent metrics, advanced statistical analysis tools, pre-built and customizable report templates, evidence tracking with full chain of custody, and robust case management for handling cases through their full lifecycle.
