Business Continuity Planning Services and Solution

The procuring organization seeks a vendor to provide business continuity planning services and an integrated solution. The engagement includes supplying, implementing, integrating, supporting, and maintaining a software-as-a-service financial planning and analysis platform.

The solution is expected to replace current financial planning processes with a centralized platform supporting operating, capital, and personnel budgeting; reserve and reserve fund management; grant management; forecasting; scenario modeling; workflow approvals; and reporting. It should also support risk registers, risk heat maps, risk assessments, mitigation actions, visual risk reporting, and the collection and maintenance of Business Impact Assessment information, including critical services, dependencies, impacts, recovery priorities, and continuity requirements.

The vendor will also develop crisis management and crisis communications frameworks to support decision-making and communications during significant service disruptions. Required capabilities include tracking operational, technology, facility, staffing, and third-party dependencies; document version management; ownership tracking; review and approval workflows; search and filtering across plans, risks, dependencies, and program documentation; and potentially secure mobile access.
