DESCRIPTION


The County is seeking a vendor to provide a fully integrated building inspection management system and mobile application that integrates directly with Accela. The solution should support inspection scheduling, routing, tracking, communication with applicants and stakeholders, standardized documentation and reporting, and recommended best practices for inspection processes.

The mobile application must support field inspection workflows, real-time entry and synchronization of results, access to permit records and inspection history, photo, video, and document capture, offline operation with synchronization after connectivity is restored, and compatibility with County-issued mobile devices. The scope also includes system implementation and configuration, Accela integration, software licensing, and user access.

The County may also elect to include optional live or recorded video inspection functionality. This component would support remote inspections, secure communications and data transmission, documentation and retention of inspection records, and integration of video inspection information with the related inspection and permit records. The County intends to establish a scalable solution under a five-year contractual agreement, while the stated contract period is one year. A pre-bid meeting is scheduled for August 11, 2026.
