The State of Wisconsin is seeking a contractor to provide comprehensive building decarbonization assessments and develop a strategic decarbonization plan aimed at reducing emissions across its building portfolio. The selected contractor will work closely with the Building Decarbonization Working Group, utilizing existing agency data to identify facilities and equipment that currently rely on natural gas, as well as analyzing the age, condition, and uses of these assets.

Key responsibilities include prioritizing buildings for assessment, especially those where there are significant opportunities to eliminate or reduce natural gas usage through efficiency improvements or electrification. The contractor will conduct detailed decarbonization assessments for 21 priority buildings targeted for deep emissions reductions within the next 5–7 years, and develop a portfolio-wide plan to address remaining buildings by 2035. The strategic plan should include phased timelines to optimize efficiency, control costs, coordinate with equipment replacement schedules, align with capital planning, and minimize disruptions to agency operations such as staff relocations due to renovations.

The contract term for these services is one year.
