The State of Oregon is seeking a budgeting and financial planning software solution tailored to support robust integration with its Munis ERP system. The software must enable finance teams and department heads to initiate budget creation and perform revenue and expenditure forecasting for the upcoming fiscal year, even during the closing period of the current year. Key requirements include functionality for multi-year forecasting—specifically, the capacity to manage projections a minimum of three to five years forward—and advanced 'what-if' scenario planning to simulate the impact of various financial decisions at both departmental and organization-wide levels.

Additional features should include detailed line-item budget entry for recurring and non-recurring expenses, personnel costs, capital expenditures, and operational costs. The system should facilitate strategic alignment by linking budget requests and allocations to the organization’s broader goals and objectives. It must also support configurable, role-based workflows for standardized submission, review, modification, and approval processes, and include built-in validation rules to detect and prevent common accounting errors in compliance with internal policies. Real-time and period-end budget vs. actuals (BvA) reporting with drill-down from summary to transaction level is required.

Seamless, bi-directional integration with the City’s unique Munis ERP configuration is essential. This includes synchronization of the Chart of Accounts, actual expenditures, encumbrances, and payroll data, as well as the ability to push approved budgets back to Munis. Integration with the payroll module for accurate personnel cost forecasting is also required. The vendor will be responsible for installing, configuring, and validating the solution in the City’s environment, whether through a cloud interconnect or on-premises deployment.
