(1) Vendor needs to provide budgeting and financial planning software.– Forward–Looking Projections: Enable the finance team and department heads to begin budget building and revenue/expenditure projections for the next fiscal year during the current year's closing period.– Multi–Year Forecasting: Include built–in functionality to create, manage, and report on multi–year financial forecasts (minimum 3–5 years forward).– Budget Simulation: Provide “what–if“ scenario planning and simulation tools at the department and organization–wide level to model the impact of financial decisions– Line–Item Detail: Support detailed budget entry for recurring and non–recurring expenses, personnel costs (salaries and benefits), capital expenditures, and operational costs.– Strategic Alignment: Feature the ability to link budget requests and allocations to the organization's strategic goals and objectives– Configurable Workflows: Provide configurable, role–based workflows for budget submission, review, modification, and approval to ensure standardized processes– Error Prevention: Include built–in validation rules and controls to prevent common accounting errors and ensure compliance with internal policies– Budget vs. Actuals Reporting: Generate real–time and period–end Budget vs. Actual (BvA) reports with drill–down capabilities from summary levels to individual transactions.– Provide robust, bi–directional integration with the City's Munis ERP system. This must accommodate the City's unique Munis configuration and include, at a minimum, the synchronization of the Chart of Accounts, actual expenditures, encumbrances, and payroll data. The ability to push the approved budget back to Munis is required– Integrate with the payroll module (within Munis) to pull actual salary and benefit data for accurate personnel cost projection– Software Provisioning & Configuration: Install, configure, and validate the Solution in the City's environment (cloud interconnect or on–premises).(2) All question must be submitted no later than March 5, 2026.
