The Assessor division in California is seeking information from vendors regarding the provision of a browser-based property assessment system. This system must support a comprehensive range of functions central to property assessment operations, including parcel maintenance activities such as creation, splitting, combining, and deactivation, as well as property ownership and address management.
Additional required capabilities include the management of property characteristics, processing of permit records and construction statements, administration of property tax exemptions and exclusions, and support for various property appraisals and assessments—including real property, business personal property, boats, aircraft, and leased equipment. The system should also offer robust Computer Assisted Mass Appraisal (CAMA) functions, generate annual secured and unsecured rolls, manage roll corrections and escape assessments, facilitate appeals management, and respond to public property information inquiries. Data analysis and reporting functionalities for property data and assessed values are also essential.
