Vendor needs to provide broker of record and strategic benefits consultant service. Agency seeking proposals from qualified, licensed firms to serve as broker of record and strategic benefits consultant for the university’s employee benefit programs. Provide comprehensive consulting, brokerage, analytical, compliance, and employee communication services related to medical, prescription drug, dental, vision, life, disability, flexible spending accounts, health savings accounts, voluntary benefits, cobra, retiree coverage, and any other benefit plans adopted during the contract term. Services shall include strategic benefits planning; annual renewal strategy and carrier negotiations; claims analysis and financial reporting; benchmarking against peer institutions and public–sector employers; vendor and carrier management; compliance guidance related to applicable federal and state laws; and support for employee communications and open enrollment. Claims analysis and reporting, including monthly, quarterly, and annual summaries of claims, utilization, expenses, and trends. Preparation of reports and analyses suitable for presentation to Human Resources leadership, executive leadership, and governing bodies, as requested. Advise on risk mitigation strategies, including stop–loss coverage structures, attachment points, and vendor selection considerations. Identify and explain regulatory, fiduciary, operational, and administrative implications of alternative funding arrangements. All the questions must be submitted no later than Feb 24, 2026.
