A university in Colorado is seeking proposals from qualified and licensed firms to serve as its broker of record and strategic benefits consultant for employee benefit programs. The selected firm will be responsible for delivering comprehensive consulting, brokerage, analytical, compliance, and employee communication services related to a wide range of benefit offerings, such as medical, prescription drug, dental, vision, life, disability, flexible spending accounts, health savings accounts, voluntary benefits, COBRA, retiree coverage, and other benefit plans that may be adopted during the contract term.
Key responsibilities include strategic benefits planning, managing annual renewal strategy and carrier negotiations, conducting claims analyses with monthly, quarterly, and annual reporting, and benchmarking program performance against peer institutions and public sector employers. The firm will also oversee vendor and carrier management, provide compliance guidance on relevant federal and state laws, and support employee communications and open enrollment efforts.
Additionally, the consultant will advise on risk mitigation strategies, including recommendations for stop-loss coverage, analysis of attachment points, and considerations for vendor selection. They will prepare detailed reports and analyses suitable for presentation to Human Resources leadership, executive leadership, and governing bodies, as needed. The consultant will also identify and communicate the regulatory, fiduciary, operational, and administrative implications of alternative funding arrangements to ensure informed decision-making for the university's employee benefit programs.
