(1) Vendor needs to provide brand shoring, public relation and strategic communications service– The Agency seeks proposals from experienced, culturally connected, and pro–public transit public relations and brand strategy firms to support a 24–month initiative designed to: strengthen public trust and confidence shape the public narrative around the benefits of public oversight in transit and expand brand strength through consistent, community–informed messaging.– The selected firm will work closely with agency Marketing & Communications Divisions to deliver digital–forward public relations strategies, narrative development, earned media, and cultural insights that authentically connect with riders, stakeholders, and the broader public– Narrative Development• Craft messaging that reinforces public transit as a community investment• Highlight transparency and accountability– Earned Media & Executive Communications• Secure media placements related to capital projects, policy, and leadership• Develop talking points, op–eds, and executive communications– Crisis Communications Support• Create a proactive crisis communications toolkit• Train designated agency personnel in crisis and media response– Community Insight & Perception Analysis• Conduct quarterly sentiment and satisfaction surveys• Facilitate focus groups/listening sessions with underrepresented communities• Provide reports with data–driven recommendations– Strategic Visibility• Enhance leadership visibility through speaker opportunities and thought leadership• Plan and execute one branded public awareness mini campaign– Collaboration• Participate in biweekly check–ins with agency staff• Deliver all materials digitally and coordinate messaging with internal teams
