Boiler Replacement Construction at Franklin R. Sousley Campus

The Franklin R. Sousley Campus in Lexington, Kentucky requires construction services for the replacement of high-efficiency stainless steel condensing hot water boilers in Buildings 1, 2, 3, 4, 16, 25, 28, 201, and 202. Boilers in Buildings 201 and 202 must be propane dual-fuel capable. The selected contractor will be responsible for furnishing all labor, supervision, equipment, and materials, as well as disposing of or recycling all waste, spoils, and excess materials.

Work must be performed in accordance with applicable state and federal laws, regulations, codes, VA policies, specifications, drawings, and the statement of work. A key operational requirement is that, between September 1 and May 1, no building’s hot water heating loop may remain out of service for more than four consecutive hours.

This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business concerns. The applicable NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $19 million. The estimated construction value is between $2,000,000 and $5,000,000, and the acquisition is expected to use a Lowest Price Technically Acceptable source selection process.

To be considered for award, contractors must be registered and certified in SBA DSBS and registered in the System for Award Management. Responsibility will be determined in accordance with FAR Part 9 prior to award, and additional evaluation details are expected upon release of the solicitation.
