A vendor is sought to provide comprehensive billboard placement and advertising management services in Arizona. The selected provider will be responsible for the installation and operational management of a single mono-pole V-shaped billboard, approximately 65–70 feet in height. The scope includes overseeing billboard advertising with a sophisticated, data-informed model tailored to the local highway corridor market, ensuring strong revenue generation while adhering to community standards.

In addition to advertising management, the vendor will be required to install a wireless access point, multiple camera mounting locations (facing east, west, and north), and ensure electrical power access for camera installations on the monopole's surface. Specifications for the billboard structure must be provided, along with any available options for additional fixed signage and field lighting, whether from the sign pole or nearby campus lighting.

All advertising must comply with restrictions, ensuring content is age-appropriate and does not promote substances or activities illegal for minors, including drugs, alcohol, tobacco, gambling, or firearms.
