The city in California is seeking a qualified consultant to administer and manage all aspects of its Below Market Rate (BMR) Housing Program. The selected administrator will serve as the primary contact for the program, handling all inquiries and correspondence from program applicants, current BMR homeowners and renters, as well as property managers overseeing BMR-restricted units.

Key responsibilities include managing the entire BMR unit sale and rental processes, from advertising available units through to completion of home closings and rental placements. The consultant will verify the eligibility of prospective tenants and buyers, answer questions related to the BMR program, and facilitate the escrow closing process. Additionally, at the city’s request, the consultant will organize and lead community workshops to educate interested parties on program requirements, application and lottery procedures, eligibility criteria, and other relevant program regulations.

The contract will be for a one-year period. All potential vendors are required to submit any questions regarding the solicitation by February 27, 2026.
